The Agência Nacional de Telecomunicações (ANATEL), Brasilia, announces that the Numbering Plan of mobile services in Brazil will be modified due to the increasing demand for new numbers.
The current format of mobile numbers is N 8 N 9 N 7 N 6 N 5 N 4 N 3 N 2 N 1 and the first digit which identifies this service is 9, 8, 7 or 6. However, in accordance with Resolution No. 553, issued by the Agencia Nacional de Telecomunicaçôes (ANATEL) on 14 December 2010, there will be the inclusion of a ninth digit in mobile number length and all subscriber numbers will begin with the digit “9”.
Therefore, mobile numbers will have the following format: +55 XX 9XXXX XXXX (country code + area code + subscriber number).
This change will be gradually implemented and will occur firstly in the area codes 12,13,14,15,16,17,18,19 (State of São Paulo ) on 25 August 2013 and in the area codes 21, 22, 24, 27 and 28 ( States of Rio de Janeiro and Espírito Santo) on 27 October 2013. ANATEL will announce in the future the date in which the other changes will take place in the other area codes of Brazil.
In addition, ANATEL would like to highlight that this format change will not be applied to mobile radio service numbers nor to fixed switched telephone numbers. Consequently, subscriber numbers for these services will remain eight digit long.

Short codes beginning with “1” which connect to information services will be moved to “800” or “900”.
In order to allow for competition by different operators on the whole territory of Timor-Leste, telecommunication operators will be allocated blocks of subscriber numbers in areas where they wish to operate. Number blocks will be a minimum of 10,000 numbers, but any operator may be allocated more than one block.
No numbers should be used for any purpose in Timor-Leste without prior allocation by the National Communication Authority or Ministry of Transport and Communications . The exception to this will be regarding numbers already in use, in which case a retrospective allocation will be made.
The inconvenience to subscribers associated with the introduction of the new numbering plan will be kept to a minimum by ensuring that for the first three months, old and new numbers will be used in parallel (i.e. both the old numbering system “three-digit area code + six-digit subscriber number” will remain in operation in parallel with the new numbering scheme “seven-digit subscriber number”). Thereafter the operator will take all necessary measures to ensure that subscribers experience a minimum of inconvenience.

Amd. to National Numbering Plan
In accordance with ITU-T Recommendation E.129 (2013-01)
Administrations are requested to notify ITU about their national numbering plan changes, or to give an explanation on their webpage concerning the national numbering plan as well as their contact points, so that the information, which will be made available freely to all administrations/ROAs and service providers, can be posted on the ITU-T website.
For their numbering website, or when sending their information to ITU/TSB (e-mail: tsbtson@itu.int ), administrations are kindly requested to use the format as explained in Recommendation ITU-T E.129. They are reminded that they will be responsible for the timely update of this information.
